🏛️ SB 721 Balcony Inspection Law – What Property Owners Need to Know
Avoid fines, reduce liability, and stay compliant with California's EEE (Exterior Elevated Elements) inspection law.
🧾 What is SB 721?
SB 721 is a California state law passed in 2018 that requires all multi-family rental properties with exterior elevated elements (balconies, decks, stairways, walkways, etc.) made of wood or wood-based products to undergo periodic safety inspections.
✅ Applies to apartment buildings and multi-unit residential rental properties
❌ Does not apply to condominiums or HOA's (see SB 326)
📅 Deadline: December 31, 2025
All qualifying properties must complete their first inspection by the end of 2025 and then once every 6 years thereafter..
Failure to comply may result in:
-
Civil penalties and fines
-
Local enforcement actions
-
Potential tenant liability risks
🛠️ What Needs to Be Inspected?
SB 721 applies to all Exterior Elevated Elements (EEEs) that:
-
Are 6 feet or more above the ground
-
Are accessible to tenants
-
Are constructed from wood or wood-based materials
-
Are subject to weather, moisture, or decay
These elements must be inspected by a licensed professional for structural integrity and safety.
